Type "all" in the search filter for all available servers.

By default, empty servers with 0 players are excluded due to a sheer amount of them being seemingly fake servers. If you check this box, empty servers will also be included in the search results. Note: Steam only returns a maximum of 10 000 (ten thousand) servers in one request. If you choose to include empty servers, it's possible that you'll be missing other servers you'd otherwise see depending on your search query.
